A friend owes me money but keeps posting photos of expensive dinners. I feel petty asking for it back.

You are not being petty. You are watching your money experience better hospitality than you do.
Send the amount, the original agreement, and a specific request for repayment. If they need installments, put actual dates on them. “Soon” is not a financial instrument. I arrived at court with half an eggshell, and even that contained more supporting evidence.
